Penegyar, officially the Sultanate of Penegyar, is an autonomous province in southern hemisphere of Dalcour.

In Penegyar's constitutional monarchy, the Sultan of Penegyar is recognized as the head of state and head of government with full executive authority, with the exemption of topics listed in the Constitution of Penegyar in accordance with the Letters of Government of Dalcour. The Sultan is advised by three councils, of which the Privy Council and Council of Faith are appointed by the Sultan and the Council of Ministers is appointed by the elected Parliament. The Sultan is also the commander-in-chief of the Shining Sabres - the armed forces of Penegyar.

The Sultan's role is enshrined in the national philosophy known as Jalan Semangat - the Way of the Passion, which has its roots in the 24th century South East Asian Islam of Terra. In this philosophy the Sultan is also known as Pamong Semangat - the Defender of the Faith, a sort of grand mufti. Penegyar is a country comprising the mainland of the Montagnet continent, southern half of continent of Antilles and the islands of Grenmout, Kalimantan, Sulawesi and Belitung (and hundreds of smaller islands).

It is Dalcour's largest country by total area, and also the most populous with over 1.2 billion people in 7 kawasans (administrative districts). Penegyar has vast areas of wilderness that support Dalcour's highest level of biodiversity.

Penegyar's history has been turbulent since the Great Cataclysm, with challenges posed by natural disasters, corruption, separatism and uprisings, and periods of rapid economic change. The country has a wealth of natural resources, yet poverty remains widespread.

The nation's capital city is Baliir Kota.

Kedghistan Resistance Movement (KRM) on ottanut Dalcourin poliittisesta kaaoksesta kaiken irti, ja on aloittanut massiivisen terrorikampanjan, joka on levinnyt Penegyarin rajojen ulkopuolelle Zamheidiin. Sultanaatin joukot ovat aloittaneet massiiviset terrorismin vastaiset operaatiot ko. alueella, ja Sultanaatin joukot ovat vallanneet useita rajan lähellä olevia kaupunkeja perustellen tilanteen olevan pakkotoimi kun Zamheidin hallitus ei ole riittävästi toiminut KRM:ää vastaan.

Sisäinen levottomuus on levinnyt myös Kalimantanin aluelle, Sulttaanin julistettua yksi sukuhaaransa uskon, veren ja sielun vihollisiksi. Sultanaatin erikoisjoukot ovat suorittaneet useita näyttäviä attentaatteja uhreina em. sukuhaaran edustajia. Kyseisellä sukuhaaralla on ollut pitkään laajoja omistuksia Kalimantanin alueella, ja on ollut jokseenkin suosittu siellä, joten paikalliset reaktiot eivät ole olleet Sultanaattia tukevia.
